Council Workshop Highlights – May 23, 2023

City Council Meeting

HUDSON, OH (May 23, 2023) –Following is a summary of Tuesday night’s City Council Workshop. To watch the meeting, visit Meeting Video.

Correspondence and Council Comments

  • Council congratulated all participants and volunteers who supported the Gary Gough tournament this weekend.
  • At its recent meeting, BZBA discussed an accessory structure in the front of a house.
  • Councilmember Kowalski is holding an open forum at the Hudson Library on Wednesday, May 31 at 6:30 pm. 
  • Memorial Day is a time to honor those who gave their lives in service. Council thanked those who stepped up to help plan the Memorial Day Parade and Ceremony to keep Hudson’s honorable tradition going. 
  • Congratulations to Ashton Swinford for winning the Cleveland Marathon women’s division again this year.
  • On Monday, the City held an official ribbon-cutting ceremony for new Veterans Trail Phase 3 which runs from Cascade Park to Ellsworth Meadows Golf Club.
  • Metro RTA is implementing its new Reimaged Metro program with changes in its routes. The new routes go into effect June 4. 
  • The Hudson High School varsity boys volleyball team is going to the semi-finals and potentially the championship on Sunday in Columbus.  Four teams are going to compete on Saturday and after the two winners are decided they will compete for the Division 1 State Championship. The City is providing fire and police escorts for the team buses from the high school to State Route 8 this Friday at 5:00 p.m. as the team heads to Columbus for the finals.  The route will include starting at Hudson High School, south on Stow Road South to State Route 303, west on State Route 303 to State Route 8.

Discussion Items

  • Greenhouse Gas Baseline Inventory. Consideration of a Greenhouse Gas Baseline Inventory to determine current emission levels for the community. Council asked for more information and examples of other similar projects in other cities before they decide on this expenditure.  
  • Discussion of Fee Schedule for Special Events. There are, on average, more than 70 City-permitted events annually with many of them repeating multiple times over the events season. Fees related to application and services are charged for some events but not consistently to all. Council asked staff to prepare legislation for the next Council meeting.

Proposed Consent Agenda Items

  • Motion to rescind the local emergency proclamation regarding COVID-19. 
  • Resolution to enter into a license agreement for the planting of trees within the right of way at 233 Aurora Street. There will be no sight issues as a result of this planting and the resident will maintain the vegetation to not cause any future sight distance issues.
  • Resolution to advertise for bids and enter into a contract for the Downtown Pedestrian Safety Improvements Phase 1. College and E. Main Street. Council inquired about specific intersections downtown. Those intersections are included in the request to ODOT for funding

Proposed Legislation Items

  • Ordinance amending Ordinance No. 22-143 making appropriations for the current expenses and other expenditures of the City during the fiscal year ending December 31, 2023 by making additional or amended appropriations related to legal fees. Second reading. Councilmember Kowalski will be abstaining and will not take part in the discussion.
  • Ordinance amending the City’s pay range structure and pay range assignments schedule adopted by Ordinance No. 22-156 for the volunteer firefighters. Second reading.
  • Ordinance amending Section 1040.14 of the Codified Ordinances, revising water rates for water service provided to customers outside the City limits.  First reading.  Council wanted the language on the Cleveland Water Section made more clear.
  • Ordinance establishing Section 1040.081 in the Codified Ordinances to require new developments to utilize City Water services and providing City Council first right of refusal. At Council’s request, staff will work with the City Solicitor on revising the language for better clarity. The Solicitor will review the lot requirement and the 400 ft rule and amend accordingly.

  • Proclamation for Hudson Days – June 17, 2023
  • Proclamation for “You Be the Chemist” team at Hudson Middle School
  • Executive Session to discuss the purchase and sale of public properties.
  • Proclamation for the winner of Women’s Cleveland Marathon at the June 20 meeting.
