Council Meeting Highlights - May 16, 2023

City Council Meeting

Approval of Minutes

  • The minutes of the 5/2/2023 Council Meeting and 5/9/2023 Council Workshop Minutes were approved 6-0.

Proclamation

  • Special Recognition of Poppy Days. May 19th and 20th were proclaimed Poppy Days in Hudson, recognizing the American Legion Auxiliary.

Correspondence and Council Comments

  • Council congratulated the Leadership Hudson and the Junior Leadership Hudson graduating classes.
  • Park Board Update.  A resident asked to add guidelines at the Pickleball Courts to help residents get more familiar with pickleball. The City will add signs explaining some of the rules. They also discussed sectioning parts of the courts off into skill levels to help people meet up with folks with the same skill level. This would not prevent people from using any court but help pair up players with the same skill level. The Board also discussed looking for funding for the inclusive playground and for lighting for pickleball courts.
  • Council congratulated and welcomed the two new Hudson Police Officers –Officer Anthony Alemagno and Officer Terrell Marshall. 
  • The HCTV Advisory Committee met last week and will hold a special meeting in June to discuss their goals. The goals would look long-term into 2024. They will present the goals to City Council. 
  • Nicole Kowalski is holding an Open Forum at the Hudson Library on May 31 from 6:30 to 8 pm.
  • A Comprehensive Plan Community Workshop will be held June 7, at 7 pm in the Hudson High School Media Center. Attendees do not need to be there the entire time. Stations will be set up, and people can go from station to station as their time allows.  A community survey also will be mailed to a random sample of residents. Those who don’t receive the mailed survey can participate by going to the City’s website and completing the survey online when it is available.
  • The clocks that were sent to Hudson’s sister city Landsberg did not make it to Germany. The City will be resending this week. The Council President will be attending Landsberg’s Ruethenfest, the big festival of the summer season in Landsberg. 
  • The Council President made a motion to excuse Ms. Kowalski from attendance at regular Council Meetings commencing at the first regular meeting after she notifies the Clerk of Council that she is beginning her leave related to the birth of a child and running for the total of three consecutive regular meetings of Council and such absence be considered a justifiable excuse by Council for the absence and for those three regular meetings.  Passed 5-0, one abstention. 
  • The Hudson High School Graduation ceremony is next week. Council and the Mayor congratulated the Class of 2023. 

Report of Manager

  • Jay Myers from AMP Ohio presented the 2023 American Municipal Power (AMP) Lyle B. Wright Academic Scholarship to Amelia Swain.
  • Discussion on Executive Session Requirements. The Hudson City Solicitor recommended that the City only hold executive sessions at regular meetings or special meetings.  He also stated that all information discussed in executive sessions is confidential. 

Appointments

  • There are openings on a number of boards and commissions and Council encourages residents to apply on the City website. No appointments at this time.

Consent Agenda

Council passed the following Consent Agenda items. Passed 6-0.

  • Motion to acknowledge the timely receipt of the April 2023 Monthly Financial Report.
  • Resolution to advertise for bids and enter a contract for the City Hall Awning and Canopy Project.
  • Resolution to enter into  contracts for the sale and purchase of real property for the E. Streetsboro Street and Stow Road Sidewalk Project.
  • Resolution to enter into a professional services contract with AECOM Technical Services for the design of the Valley View Road and Heines Hill Road Sidewalk Project.
  • Resolution to advertise for bids and enter into a contract for the Darrow Road Park Creek Cleaning Project.
  • Resolution to approve Then and Now Certificate for a purchase made.

The following item was pulled and passed separately.

  • Motion to amend Motion 22-0105, the City Council Meeting Schedule for 2023. To ease legislative scheduling to accommodate the summer months and staffing changes, a recommendation was made to combine a regular meeting with a workshop in July and August to decrease the number of meeting dates those months. Combined meeting/workshops will be held on July 11 and 18th and on August 1 and 15. Based on this recommendation a motion was made to amend the proposed calendar to also make the June 20 meeting a combined meeting and workshop. Motion to amend passed 6-0.  Motion to pass the legislation as amended passed 6-0.

Legislation

  • Resolution accepting the recommendations of the Tax Incentive Review Council to continue Community Reinvestment Area Agreements and a Job Creation Grant Program Agreement with the City of Hudson. Third reading. Motion was made to amend the legislation with the attachment for May 16, 2023. Motion to amend passed 6-0. Resolution as amended passed 6-0. 
  • Resolution retroactively amending Resolution 22-27 to incorporate recitals and findings for Hudson Community Third reading. Passed 6-0.
  • Ordinance amending Ordinance No. 22-243 making appropriations for the current expenses and other expenditures during the fiscal year ending December 31, 2023 by making additional/amended appropriations for legal fees for 2023. First Reading.
  • Ordinance amending the City’s Pay Range Structure and Pay Range Assignments adopted by Ordinance No. 22-156 for the Volunteer Firefighters. First Reading.

Executive Session

  • Council entered into executive session to discuss the purchase and sale of public properties.
