Executive Session
- Council entered executive session to discuss the employment of a public employee.
Proclamation
- Recognition of National Colonial Heritage Month. At the request of the Ezekial Richardson Chapter of the National Society Colonial Dames XVII Century, Mayor Anzevino proclaimed October 2022, as “National Colonial Heritage Month” in Hudson.
Public Comments
- A resident asked about the City policy regarding idling City vehicles. He also thanked the Environmental Awareness Committee and staff for putting the business recycling drop off downtown. He also thanked Public Works for their speedy response to a truck that took out a stop sign and streetlight on his street. Within 45 minutes the sign was replaced, and the lamp post was removed.
Correspondence and Council Comments
- Council would like the City to investigate putting signs before and after construction zones that say, “Your taxpayer dollars at work. Visit this “URL” for more information
- Environmental Awareness Committee held a workshop to set priorities and they request Council and staff to send them any comments/ideas they would have. The Committee would like more information on its mission and purpose.
- Council mentioned that people have asked about hunting on the YDC property. It is currently prohibited.
- Council mentioned that a resident had questions about status of the Railroad Quiet Zone. We are still waiting on legal agreement from NFS to begin the work to work in their right of way. The funding and contractors are lined up ready to go as soon as we get a signed agreement.
Report of Manager
- The City Manager clarified the legal issue holding up the signing of the Norfolk Southern Quiet Zone. Council asked staff to talk to other communities with Quiet Zones to find out about their agreements with their railroads and why our agreement is so punishing.
- A Public Safety Open House is scheduled for October 10th from 5:30 to 8:30 pm at the Hudson Fire Station, EMS, and Police Departments.
- Hudson Public Power sent two crews down to help restore power from the damage of Hurricane Ian.
- We received notice that Ford has cancelled our State of Ohio State Bid orders for all police vehicles since 2020-21. Like other communities we are having trouble getting new police and fire vehicles.
- The City is sending out an online Communications Survey next week that will help us identify where we are doing well and how we can improve our communications with residents and businesses.
Appointments
- Council appointed Skylar Sutton as the primary Council liaison and Chris Foster as the secondary liaison to the Comprehensive Plan Steering Committee.
Consent Agenda
Council passed the following Consent Agenda items. Passed 6-0.
- Resolution to apply to the Ohio Department of Natural Resources Division of Forestry for an urban canopy restoration grant.
- Resolution to apply to Summit County for a Community Development Block Grant to fund the installation of a shelter with bench at City Hall to benefit Hudson seniors.
- Resolution affirming the submission of a grant application to the Burton D. Morgan Foundation for Hudson Community Television.
- Resolution to enter a contract with the State of Ohio for Inspection Services for the Municipal Bridges within the City.
- Resolution to approve a Then and Now Certificate.
- Resolution accepting amounts and rates determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Fiscal Officer.
- Resolution to enter a purchase agreement with Excellence, Inc., for a remount ambulance vehicle for EMS.
- Resolution to enter a purchase agreement with PFund Superior Sales for a new ambulance vehicle for EMS.
- Resolution appointing Thomas J. Sheridan as City Manager of the City of Hudson.

- Ordinance amending Codified Ordinance Sections 402.38 and 660.05 regulating the maintenance of sidewalks, curbs, and gutters. Second reading.

- Ordinance providing for the issuance and sale of Bonds in the maximum principal amount of $2,340,000 for paying costs of installing and providing sidewalks along Middleton Road. Second reading.
- Ordinance providing for the issuance and sale of Bonds in the maximum principal amount of $1,820,000 for paying costs of the Tennis and Pickleball Courts. Second reading.
- Ordinance providing for the issuance and sale of Bonds in the maximum principal amount of $1,685,000 for paying the costs of constructing water mains on Seasons Road. Second reading.
- Ordinance providing for the issuance and sale of Bonds in the maximum principal amount of $1,140,000 for paying costs of installing a gravel trail from Barlow Road to Veterans Way. Second reading.
- Ordinance providing for the issuance and sale of Bonds in the maximum principal amount of $1,000,000 for paying the costs installing a new distribution transformer for the electric system. Second reading.

- Ordinance providing for the issuance and sale of Notes in the maximum principal amount of $7,720,000 for paying the costs of improving a salt storage facility and a bus maintenance and storage facility at 5810 Hudson Drive. Second reading.
- Ordinance providing for the issuance and sale of $925,000 of taxable economic development nontax revenue Bond Anticipation Notes, in anticipation of issuance of Bonds for paying costs of acquiring approximately 1.0 acre of real property located at 94 Owen Brown Street for sale or lease for private redevelopment. Second reading.
- Ordinance providing for the issuance and sale of $740,000 of taxable economic development nontax revenue Bond Anticipation Notes, in anticipation of issuance of Bonds for paying costs of acquiring approximately 4.0 acres of real property located at the southwest corner of Owen Brown Street and Morse Road. Second reading.
- Ordinance establishing Section 243.23 to the Codified Ordinances to adept a monthly transparency in expense report supplied to City Council by the Director of Finance.
