Council Workshop Highlights from April 26, 2022

Council Highlights

Correspondence and Council Comments

  • Council thanked all those who were involved in making the City’s Earth Week Event a success.
  • The City will be holding an Arbor Day ceremony on April 29 at 10 a.m. at Darrow Road Park. A proclamation will be read and a Bald Cypress tree will be planted.

Discussion Items

  • Council discussed a request from the Margaret Clark Morgan Foundation for the City to complete public improvements at the northwest Village Green. Council discussed the sidewalk on the green that would cost $26,000, including sandstone walk. Staff will bring forward legislation to partner on an agreement on the sidewalk and provide a map with what the City will install at our cost and what the City will maintain. 
  • 2023 Comprehensive Plan Steering Committee and Consultant Request for Proposal. Council indicated that 30 members was too large for the committee and it was not in favor of an ad hoc committee interviewing applicants. Council confirmed a desire to appoint representatives from five City boards, to allow each Council member one direct appointment, and to receive applications from residents for seven additional committee members. Staff will also proceed to issue the consultant Request for Proposals with the goal to have both the committee and consultant in place by early August. 

Future Consent Items and Legislation Discussion

  • Council expressed concerns about the liquor license request for the BP station and asked that the legislation be changed to ask for a hearing since the owner was cited for selling liquor to a minor.
  • Pickleball/Tennis Courts. Council directed staff to leave the legislation on the consent agenda but modify it to remove the cost for the lights. The City will look at other funding options for lighting over the coming months. 
  • Council asked that the legislation to continue Community Reinvestment Area Agreements and Job Creation Grant Program Agreements be pulled and staff will add documents showing the status of the current incentives and the companies’ adherence to the agreements with actuals. 
  • Council also asked staff to include an itemization for the costs in the Then and Now Certificate legislation.
  • Staff will provide Council with the results of the Ward Map Redistricting Survey prior to next week’s meeting.
  • A Council member read proposed legislation expressing opposition to Ohio H.B. 616 which would limit how teachers educate K-12 students about sexual orientation, gender identity and racism that will be on the next meeting’s agenda. 

Executive Session

  • Council entered executive session to consider the purchase and sale of public property.
