Council Meeting Highlights from November 1, 2022

Public Comments

  • In reference to the legislation for Guidelines for renting space at City facilities, several citizens commented in support of Destination Hudson and the Fire Museum and the services that the organizations provide to the community. Destination Hudson asked to come before Council at a future meeting to showcase all that both organizations do. Individuals pointed to the $350,000 that the organization (along with the Fire Museum) raised to renovate the first floor of Town Hall. 
  • Two citizens spoke about concerns about Council’s discussion regarding trying to deal with coyotes in Hudson. They feel that there should be more education to citizens regarding how to discourage coyotes, rather than culling the herd. 
  • A citizen expressed support of the legislation before Council for the monthly transparency financial reporting, feeling that transparency is critical given past issues with expenditures under $25,000.  

Correspondence and Council Comments

  • Council reminded citizens that Tuesday is the General Election.
  • The Chamber of Commerce Business Breakfast is November 10. The Economic Growth Board plans to submit its annual plan in July. 
  • The Comprehensive Plan Steering Committee is gearing up to have its first official meeting next month. 
  • Tomorrow night is the H.O.M.E. Committee meeting at 5 pm at City Hall. Also on Wednesday is Chris Banweg and Chris Foster’s Open forum at 6:30 p.m. 
  • The Council President will be appointing three Council members to the Ad Hoc Committee on Water Systems. Council members interested should email the Council President.
  • Council clarified that it had asked staff to look into options in terms of controlling coyotes, not specifically culling the herd. 

Report of Manager

  • The City Manager mentioned there will be no Workshop next week on Election Day. The Workshop will be moved to the 15th with 6:30 pm start for the Workshop and a 7:30 pm start for the Council Meeting.

Discussion Item

  • Discussion of legislation regarding leases for use/rental of City Hall and City-owned properties. Council mentioned that this legislation was not specific to Destination Hudson, but to standardize rules for how to fairly rent the space.


  • None. Openings for HCTV and Arch Board through November 10.

Consent Agenda

Council passed the following Consent Agenda items. Passed 7-0.

  • Resolution to advertise for bids and enter contracts for the 2023 Capital Maintenance Programs.
  • Ordinance to create the OneOhio Opioid Settlement Fund.


  • Ordinance adopting Guidelines for the use or rental of space at City Hall and other City properties. Has had three readings. After a motion to amend the language, a motion was made to postpone to the November 15th meeting. Motion failed 5-2. Discussion continued and another motion was made to postpone the legislation to the November 15th meeting. That motion passed 4-3. 
  • Ordinance establishing Section 243.23 to the Codified Ordinances to adept a monthly transparency in expense report supplied to City Council by the Director of Finance. Third reading. Motion was made to substitute the November 1st version. Passed 7-0. Vote on substitute wording. Passed 7-0.
  • Resolution adopting in concept the Five-Year Plan 2023-2027. Second reading.
  • Ordinance for appropriations for current expenses and other expenditure during 2023. Second reading.
  • Resolution not to implement the Growth Management Residential Development Allocation System for 2023. First reading.
  • Ordinance amending Section 1040.01(A) and (B) and Section 1043.03 (A)(3) and (4) of the Codified Ordinances revising water rates for the City. First reading.
  • Ordinance amending Ordinance No. 22-53 amending the interconnection policy for connection of residential or commercial solar power generation systems to the City’s power grid. First reading.
