HUDSON, OH (October 20, 2021) –Following is a summary of the October 19 City Council meeting. To watch the meeting, visit www.hudson.oh.us/WatchMeetings.
- Ordinance amending Chapters 1201, 1205, 1206, 1207, 1213 and Appendix D of the Architectural Design Standards of the Land Development Code. The amendments combine applicable standards for agricultural uses accessory to a residential dwelling into a consolidated ordinance to clarify existing regulations and further support small-scale hobby farming.
- Ordinance amending Section 1048.02 for rate schedules of the Streets, Utilities, and Public Services Code to adopt adjustments to the electric power supply cost adjustment factor. The City’s Public Works Department has completed the electric rate and cost of service study with Power Consultants Courtney & Associates. The consulting firm presented the study’s results to City Council on July 13 and recommended a 5.1% adjustment to the Power Supply Cost Adjustment Factor (PSCAF) formula. Staff is recommending City Council implement the adjustments in conjunction with the January 2022 billing cycle. One citizen had questions which he will forward to staff for answers.
- A citizen spoke in support of the agricultural land use amendments.
- A citizen spoke against the sale of land to Fairmount Properties for a proposed Phase 2. He feels anything in that area should be better planned and decided after the new council is seated in December.
Correspondence and Council Comments
- Council thanked a citizen for his questions about the city electric load. Council requested staff to answer those questions and hold future discussions at Council.
Report of the City Manager
- 5-Year Plan for Hudson Police Department. Chief Tabak noted that the cameras being considered are NOT red light speeding cameras. He indicated he would not support any efforts to use traffic/speeding cameras in Hudson. The cameras capture license plates for use in investigations such as car thefts. HPD would own and control the data. It is a great tool in suspect apprehension. Chief Tabak will get back to Council with more information to answer their questions about security and public records requests. The mobile data units in the 5-Year Plan are new computers for police vehicles. They were originally purchased in 2013 and have a 5 - 7 year lifespan. They are beyond their lifespan and replacement parts are hard to come by.
- 5-Year Plan for IT. Paul Leedham explained the cost for replacing equipment and cyber security.
The following consent agenda items passed 6-0.
- A motion to Acknowledge the Timely Receipt of the September 2021 Monthly Financial Report.
- A resolution to enter an agreement with Life Force Management, Inc. for professional billing, collection, and related services for EMS.
- A resolution affirming acceptance of an EMS Priority One Training & Equipment Grant from the Ohio Department of Public Safety for $3,562.24. No matching funds are required.
- A resolution to enter a professional services contract with LJB, Inc. for the Downtown Pedestrian Safety Study.
- A resolution to contract for the acquisition of temporary easements for the SR 91 South Widening Project.
The following item was pulled and passed separately.
- A resolution authorizing the City Manager to enter a contract with Spagnuolo & Associates, LLC for professional services for the design of the Seasons Road Waterline Extension Project. Passed 5-1.
- Resolution amending Chapters 1201, 1202, 1203, 1205, 1206, and Appendix D of the Architectural Design Standards. Had three readings. Council will continue item to the next meeting.
- Ordinance amending Chapters 1201, 1205, 1206, 1207, 1213 and Appendix D of the Architectural Design Standards of the Land Development Code. Second Reading.
- Resolution authorizing the City Manager to enter a Community Reinvestment Act Area agreement with Project Crunch. Staff recommended no action from Council after third reading to allow for disclosure of company information to the Stow-Munroe Falls School District pursuant requirements. Motion to postpone to 12/21/2021. Motion passed 6-0.
- Ordinance for the issue and sale of $7,725,000 of notes in the anticipation of issuing bonds to pay the cost of improving City-owned property on Hudson Drive, including furnishing, equipping, and improving a new salt storage facility. Third Reading. Passed 6-0.
- Ordinance for the issue and sale of a $740,000 taxable economic development nontax revenue bond to pay the cost of acquiring property at the corner of Owen Brown Street and Morse Road. Third Reading. Passed 6-0.
- Ordinance for the issue and sale of $1,000,000 of notes to pay for improving the City’s electric system. Third Reading. Passed 6-0.
- Ordinance for the issue and sale of $850,000 of notes to pay cost of installing and improving a trail and sidewalks along Barlow Road. Third Reading. Passed 6-0.
- Resolution affirming the City Manager’s action to enter a purchase and sale agreement for a parcel of land at 2217 Ravenna Street. Third Reading. Passed 6-0.
- Ordinance amending Section 1048.02 rates and schedules of the streets, utilities, and public services code to adopt adjustments to the electric power supply cost. Second Reading.
- Resolution to enter a two-year extension to the third amendment to the development agreement with Allstate. Second Reading.
- Ordinance amending Chapter 876, Short-Term Rental Operations of the Business Regulation Code. Second Reading.
- Resolution to enter a purchase and sale agreement with Fairmount Properties for the sale of downtown property. Second Reading.
- Resolution accepting the City Manager’s recommendation not to implement the growth management residential development allocation system during 2022. The City is not removing the Growth Management Allocation. Because there has been no appreciable population change, the system would not be implemented for 2022. First Reading.
- Resolution adopting, in concept, the City of Hudson 5-Year Plan 2022-2026. First Reading.
- Ordinance for appropriations for current expenses and other expenditures during the fiscal year beginning January 1, 2022 and ending December 21, 2022. First Reading.
- Ordinance amending Chapter 1207.17, “Signs,” of the Land Development Code to implement revisions to the sign illumination standards within District 6 Western Hudson Gateway and District 8 Industrial/Business Park. First Reading.
