Council Meeting Highlights from August 17, 2021

Council Highlights

Public Comments  

  • A resident spoke about the importance of climate change and asked the City to transfer its energy portfolio to renewable energy. Also, Prairie State should be addressed. 
  • A resident who is a short-term rental host asked that there be a differentiation between those who rent one room while they are on the premises and those who rent the entire home and are absentee owners. 

Correspondence and Council Comments

  • The HCTV Advisory Committee discussed the current “must-air requirement” and determined it would be left as is in the public access rules. 
  • The Mayor’s appointed liaison to Rwanda spoke with US ambassador about creating a sister city program. He will be returning to Hudson in September with information.

Report of the City Manager

  • Two school board candidates have registered for the parade. Because it is a City-run event, legally it appears the City cannot limit access to participant based on the content of their participation. Council expressed a desire not to allow candidates who are using the parade to campaign to participate in the event. Staff will reach out to the two candidates and ask them to withdraw from the event on their own accord.
  • An additional discussion ensued about campaigning at other public events that are organized and operated by outside organizations. Council expressed a need for rules for equity and fairness for campaigning on greens. It will be discussed at a future workshop. Staff will provide Council with the City’s current permit and rules prior to the workshop discussion.

Consent Agenda

The following items passed on consent. Passed 6-0.

  • Motion to acknowledge the timely receipt of the July Financial Report.
  • Resolution for an addendum to an existing agreement with Pivot Marketing and Sales for additional funding. 
  • Resolution to approve then-and-now certificates.

The following items were pulled from the consent agenda and passed separately.

  • Resolution to enter a contract with Environmental Design Group for the design of the Barlow Farm Park tennis and pickleball courts. Passed 6-0. 
  • Resolution to enter a two-year extension with the development agreement with Allstate. The resolution was amended from 2 years to 90 days. Passed 6-0.

Legislation

  • Ordinance amending Chapters 1201, 1205, 1206, 1207, 1213 and Appendix D of the Architectural Design Standards of the Land Development Code. Third Reading. Passed as amended 6-0.

Executive Session

Council went into executive session to discuss:

  • The purchase of property for public purpose. 
  • A business strategy for a specific business which may involve extension of City services and/or an expenditure of City funds for economic development purposes.
