Correspondence and Council Comments

  • Shoveling Sidewalks: Council mentioned citizen concerns about residents who do not shovel their sidewalks. It was suggested that Council revisit the ordinance or increase enforcement. 
  • Crime: Council mentioned a resident’s perception that crime is increasing. Police Chief Tabak will be before Council in a few weeks to discuss the new dispatch center. At that time, he will provide a crime update.
  • Economic Growth Board: At its recent meeting, the board mentioned it is talking with merchants and restaurants about digital marketing help. It was mentioned that 11 businesses have closed, but 19 new business (or expansion of businesses) have opened. While the City is holding its own, we know that some businesses are struggling.

Discussion Items

  • Downtown Development Community Survey RFP and Responses: Council recently created a working group comprised of three council members to work with staff to create an RFP for a consultant to conduct a citizen survey for what people want in the downtown development area. At the direction of the working group, an RFP was created and distributed to 11 companies. Two of the eleven survey companies returned a proposal. Some members of Council expressed a concern about not seeing the RFP prior to sending it out. Others expressed concerns about the scope and purpose of the survey to make sure that all of Council agreed with what they want to come out of it. As a result of the discussion, Council members will review the current RFP, send staff their comments, and the RFP will be revised per those comments. The final draft will be sent to all of Council. The goal would be to cast a wider net of survey companies to try to receive more responses. 
  • Year-End Surplus:At the end of 2020, the City’s finances were strong, with revenues coming in approximately 10% over the pre-COVID budget estimate. Council discussed options for spending that surplus carry-over. Items discussed were:
    • Helping Small Businesses. Council discussed a variety of ways to help small businesses and determined that whatever is done, it should be equitable to all Hudson businesses and not just downtown businesses or restaurants. Council agreed that the best help might be through a digital marketing campaign, an idea that was presented by the Hudson Chamber of Commerce. The cost discussed was $20,000. The Chamber will come back to Council with a plan as to how that money would be spent if Council would agree.
    • Potential Projects. Council discussed several projects, both new and old, for which the surplus could be used. Due to the continuing economic uncertainty facing Hudson and the nation, Council decided to wait on any decision about the carry-over balance until we have a better understanding of where the economy is going.
